Water Distribution System Operator/Assistant Operator

Position Type: Part-Time (10 hours per week)

Compensation:

• $35+/hour DOE for Assistant Operator candidates. Applicants hired without a California D1 Water Distribution Operator Certificate must obtain their D1 Water Distribution Operator Certificate within three (3) months of their hire date.

• $40+/hour DOE for candidates who already hold a valid California D1 Water Distribution Operator Certificate.

Minimum Qualifications

• State of California Water Distribution Operator Grade D1 Certificate (or higher) or must obtain a valid California D1 Water Distribution Operator Certificate within three (3) months of their hire date.

• Valid California Driver's License

Position Summary

The System Operator is responsible for the operation, maintenance, and repair of the Trout Gulch Mutual Water Company (TGW) water distribution system. This includes wells, storage tanks, pipelines, pumps, valves, hydrants, meters, chlorination equipment, and the SCADA system.

All work shall be performed in accordance with TGW maintenance plans, policies, safety procedures, and applicable regulatory requirements. Appropriate personal protective equipment (PPE) shall be used whenever required.

Primary Responsibilities

1. Operations & Maintenance

• Review weekly maintenance schedules and project assignments with the General Manager.

• Perform routine maintenance and repairs on the water distribution system.

• Flush hydrants and exercise valves.

• Maintain generators, tanks, pumps, pipelines, and related infrastructure.

• Perform weed abatement, painting, plumbing, construction, and yard maintenance.

• Complete monthly site inspections and maintain maintenance records.

• Review and initial weekly safety inspections.

• Maintain organized operations records and documentation.

2. SCADA System Operations

• Monitor and operate the SCADA system.

• Adjust well and booster pump operations to maintain adequate water storage.

• Respond to SCADA alarms and notifications.

• Inspect and troubleshoot SCADA equipment as needed.

3. Chlorination System

• Monitor chlorine storage and treatment equipment.

• Ensure adequate chlorine solution is maintained.

• Test and record chlorine residuals.

• Adjust chemical feed equipment as necessary.

• Clean and maintain chlorination equipment annually.

4. Water Production

• Record and review weekly well production readings.

• Assist with SAFER reporting and production documentation.

5. Water Quality

• Collect regulatory water quality samples.

• Coordinate laboratory testing in accordance with SDWIS requirements.

• Review laboratory results and notify the General Manager of any concerns.

• Assist with preparation of the annual Consumer Confidence Report (CCR).

6. Meter Operations

• Read customer meters on a bimonthly schedule.

• Maintain and update meter reading equipment and software.

• Install, replace, and repair water meters, meter boxes, corporation stops, curb stops, and service laterals.

7. Customer Service

• Respond to member service requests and answering service messages.

• Address customer complaints and field service requests.

• Notify members of planned maintenance or service interruptions.

• Deliver past-due and 7-day shutoff notices as directed.

• Turn water service on or off as authorized.

• Locate underground water facilities for USA North 811 utility locate requests.

8. Emergency Response

• Respond to water system emergencies and after-hours callouts.

• Operate generators and emergency water supply equipment.

• Isolate water mains and storage facilities during emergencies.

• Perform lockout/tagout procedures when required.

• Assist with emergency water distribution and system restoration.

• Perform other related duties as assigned.

Physical Requirements

• Lift, carry, push, and pull equipment weighing up to 90 pounds.

• Stand and walk for extended periods.

• Bend, kneel, crouch, crawl, climb, and work in confined or uneven areas.

• Work outdoors in varying weather conditions.

• Work safely around chlorine, mud, dust, water, and construction environments.

• Maintain normal hearing and vision required to safely perform assigned duties.

Required Skills & Abilities

• Maintain accurate records, logs, and maintenance documentation.

• Read and interpret water meters and system information.

• Communicate professionally with customers, contractors, and Board members.

• Work independently with minimal supervision.

• Establish positive working relationships with coworkers and the public.

Knowledge & Experience

Knowledge of:

• Water distribution system operations and maintenance

• Pumps, valves, hydrants, pipelines, storage tanks, and water meters

• Chlorination systems and water quality sampling

• California drinking water regulations and safe work practices

• Hazardous chemical handling and storage procedures

• Underground utility locating (USA North 811)

• SCADA systems

• Google Workspace (Gmail, Google Drive, Google Photos, and related applications)

• Company policies, customer service practices, and local service area geography
